With the passing of the P.P.A.C.A., the government has taken a step towards reshaping the U.S. health care system. In your paper, you should describe the key characteristics of the act, review some of the major historical developments that resulted in its passage, and explain the major influences that shaped its creation. In addition, you will compare and contrast information about the act from a popular lay media report (like a website or newspaper/magazine article) with other official information available from academic research and/or governmental sources. Based on what you read, you will take a position on what you think some of the biggest pros and cons of the act are. Finally, you should analyze how the act will affect the U.S. health care system in terms of cost, quality, access, and the provision of services.

You must use the Ashford library to conduct the research necessary to complete this assignment. Prior to beginning this assignment, you are strongly encouraged to complete the Research Tutorial (specifically, units 2-3 and 5-8), which is available through the Ashford University Library.

In a three to four page double-spaced paper (excluding title and reference page), respond to the following:

  1. Describe the purpose and history of the act. What issues in the U.S. health care system was the act intended to address? How did those issues develop historically? Provide examples that illustrate the historical development of the act.
  2. Describe the key features of the P.P.A.C.A.? How will the act impact the U.S. health care system?
  3. Compare and contrast the lay media report(s) with what scholarly sources say about the act. What do the popular lay media say about the P.P.A.C.A.? How do popular lay media reports compare to official (governmental or academic research) information available about the P.P.A.C.A.?
  4. Describe your personal opinion about the act. What is your opinion about the P.P.A.C.A. overall? What do you believe are some of the pros and cons of the act? How did you develop that opinion?
  5. Analyze the expected effect of the act in terms of cost, quality, access and the provision of services. Which features of the P.P.A.C.A. do you think will have the biggest effect (positive or negative) on our health care system?

Your paper must utilize three sources, including one “lay” media source (like a website, television broadcast, or print media article) and two scholarly sources. One of the two scholarly sources must be obtained from an academic journal accessed through the Ashford Online Library and the other may be an academic reference or a governmental or professional website taken from the Health Care Administration Subject Guide (located in the Ashford Library). All sources must be documented in APA style, as outlined in the Ashford Writing Center.

  1. Must be 10 to 15 slides (including one for each of the key points described above), that provide an overview of your proposal  and explains the content that will be included in your Final Paper.
  2. Must include a title slide with the following:

    1. Title of the training
    2. Student’s name
    3. Course name and number
    4. Instructor’s name
    5. Date submitted
  3. Must include slide images and text that tastefully conveys the message of that particular slide. 
  4. Must utilize the speaker’s notes function in PowerPoint must be used to write out in more detail what will be presented for each slide. 
  5. Must begin with an introductory slide.  A succinct thesis statement must be present, either in the text on the slide or clearly stated in the speaker’s notes.
  6. Must end with a conclusion that reaffirms your thesis.  This must be stated either in the text on the slide or in the speaker’s notes.
  7. Must use at least five scholarly resources, retrieved from the Ashford University Library.
  8. Must have appropriate in-text citations of all sources in APA style, as outlined in the Ashford Writing Center.
  9. Must include a separate reference slide, formatted according to APA style as outlined in the Ashford Writing Center.

Final Paper

The U.S. health care system has numerous known issues that affect the overall quality, access, and cost of services available. For your Final Paper, you will create an eight- to ten-page proposal (excluding the title and reference pages) on your solution to one of these issues. In the proposal, you will describe the nature of the issue, trace the history of its development, describe what has and has not been done to address it thus far, provide a set of recommendations on what should be done to address it in the future, and discuss how major stakeholders should be involved to make your proposed changes.

Select one of the following issues in health care for the topic of your Final Paper:

  1. The cost of health care
  2. The health care workforce
  3. The uninsured and under-insured population
  4. Medical and health information technology
  5. Select your own topic. If you would like to use a topic other than the ones listed above, you must get approval from your instructor by the end of Week Two of the course.

 

You are encouraged to break your proposal up into sections to be sure you address each of the questions below. Specifically, you should address the following in your proposal:

  1. Executive Summary: Introduce the topic that you chose. Provide a brief overview of content of your proposal.
  2. Statement of the problem: Clearly describe the topic that you chose. Define and explain the major problems related to this issue.
  3. History of the problem: Review the major developments in the evolution of this problem in the U.S. How did this issue develop historically? How did we get to where we are now?
  4. International context: Compare and contrast this problem in the U.S. to that of other countries. How does this issue in the U.S. compare to other countries? Is the issue more common here or in other countries and why?
  5. Stakeholders: Describe the role of major stakeholders in the problem. How have federal and state governments and the health care industry worked to address this issue so far? What have been the successes and failures of their attempts?
  6. Policy: Provide examples of how the P.P.A.C.A. and other federal policies have attempted to address this issue. What has been the impact of their action or non-action?
  7. Recommendations: Provide a set of recommendations on what should be done to address this issue in the future. What should the major stakeholders, such as the government, the health care industry, and health care consumers do to implement these recommendations and how? Provide a justification for why you believe each recommendation will address one or more of the problems related to this issue.
  8. Conclusion: Construct a brief conclusion that highlights the key points from your proposal and describes the expected outcomes if your recommendations were to be implemented.
