2. Should cities and towns be allowed to annex unincorporated areas? Why or why not?
3. What are the advantages and disadvantages of local governments coming together to form independent regional authorities and commission to construct and manage community facilities such as airports, transit systems, and arenas?
4. What issues result from various state and local governments enacting and enforcing different laws in the same metropolitan area? How can these issues be resolved?
